Caroline, the primary author of Treasury’s DeFi and NFT risk assessments and part of the US delegation to the Financial Action Task Force, discusses how the department uses its authorities to target darknet markets, ransomware groups, terrorist financiers, and other criminals — while using enforcement actions to emphasize the importance of financial crime compliance.

About the guests

Caroline Horres is a senior policy advisor with Treasury’s Office of Terrorist Financing and Financial Crimes where she covers virtual asset issues. Previously at Treasury, she covered terrorist financing in as an analyst. Before joining Treasury, Caroline worked on Middle East and oversight issues for the Senate Armed Services Committee and as an analyst for a strategic advisory firm covering security in the Middle East and Latin America. Caroline holds a Masters in International Affairs and International Economics from the Johns Hopkins School for Advanced International Studies and a BA in Political Science from the College of Charleston.
