In this flash TRM Talk, Ari Redbord, Head of Legal and Government Affairs at TRM, is joined by Carole House, Director for Cybersecurity and Secure Digital Innovation for the White House National Security Council (NSC) and Todd Conklin, Counselor to the Deputy Secretary of the U.S. Treasury, to discuss Russia sanctions, the possibility of sanctioned Russian actors using crypto to evade sanctions, and how Treasury, the White House, and the U.S. government intend to enforce escalating sanctions on Russia.

About the guests

Carole House is a nonresident senior fellow at the Atlantic Council GeoEconomics Center. She is currently serving as the White House National Security Council (NSC) special advisor for cybersecurity and critical infrastructure policy, where had also served as the director for cybersecurity and secure digital innovation in 2021-2022. House recently was an executive in residence at Terranet Ventures, Inc., and served on advisory councils for thd US Commodity Futures Trading Commission, the New York Department of Financial Services, and the Idaho Department of Finance. She previously worked at the US Treasury’s Financial Crimes Enforcement Network (FinCEN), where she led cybersecurity, virtual currency, and emerging technology policy efforts as a senior cyber and emerging technology policy officer. Prior to FinCEN, House worked as a presidential management fellow supporting the White House Office of Management and Budget’s Cyber and National Security Unit and the US Senate Committee on Homeland Security and Governmental Affairs on cybersecurity, supply chain risk management, and critical infrastructure protection policy issues. House is a former Army captain who served in chemical defense and military intelligence until November 2014, including a deployment to Kandahar Province, Afghanistan, from 2012 to 2013 in support of Operation Enduring Freedom. She holds a BA in international affairs from the University of Georgia and an MA in security studies from Georgetown University.

Todd Conklin is the US Department of the Treasury's Deputy Assistant Secretary of Cyber and Chief AI Officer. Prior to this position he has served in various roles at Treasury, including deputy assistant secretary for cyber threat intelligence (CTI) and as a counselor to the deputy secretary.
Todd also served at the US Secret Service as an Investigator and as an intelligence officer at the National Geospatial-Intelligence Agency (NGA).
